TO EEO Manager        FROM Leroy J. Pletten       25 Aug 1998
   AMSTA-CS-CQ

1. Please follow-up, to begin the 29 CFR 1613-1614 review process. Others receive a Counselor immediately on request. EEO Officer K. R. Adler settled to do likewise for me, but this has been stalled.

2. Please include the attached analysis article on Kenneth Starr in the case file. Starr "is practically a textbook example of someone who lives more in fantasy than reality. . . ." -- Ted Widmer, Dir, Int'l School of Handwriting Science, San Francisco. Cited by Michael Hanrahan and Chris Wessling in "Clinton's foe lied . . . ." 73 Nat'l Enquirer (#6) 8 (25 Aug 1998).

3. That analysis corroborates the anticipated testimony in the situation.

4. This explains the pattern by K. Starr and accessories, obstruction of justice to prevent review, due to the underlying crimes of record.

                                        Sincerely,
                                        Leroy J. Pletten

73 National Enquirer (#6) 8 (25 Aug 1998).

Hey, Ken--tell us about YOUR girlfriend!
Clinton's foe lied about his love life, too

Ken Starr and Bill Clinton have something in common: They've both lied about having a girlfriend!

But there's one crucial difference between them: Clinton's girlfriend is real. But Starr's is merely a figment of his fertile imagination!

That's just one of the eye opening details about the man who has spent millions investigation President Clinton's steamy romps with Monica Lewinsky in the Oval Office.

What's more, experts who have analyzed the Special Prosecutor say he's really a Walter Mitty who secretly wants to be just like Clinton -- a stud, not a dud in the romance department.

When The ENQUIRER contacted Alice Starr, his wife of 28 years, for her insight into Ken's romantic side, she said, "All I will tell you is that he works everyday."

That's the way he's been ever since his days at Harding College in Searcy, Ark., according to a longtime friend from college.

"Ken would rather work than play," said his friend. "He was never very interested in girls and had a real problem with intimacy. There was nothing romantic about him. He just wasn't comfortable around women, except in a buddy relationship."

"In fact, he never had a date when he was at Harding."

Added Starr's college roommate Lou Butterfield, "When Ken first came to Harding, he said he had a high school sweetheart that he had left behind in Texas. But no one ever saw here or knew her name and he never brought her to college."

That's because there was no girl back home, according to Starr's own mother.

"Ken never dated in high school," 90-year old Vannie Starr told The ENQUIRER. "He never really dated until after college."

Dr. Carole Lieberman, a psychiatrist and author of "Bad Boys: Why We Love Them, How to Live With Them, When to Leave Them," also took an insightful look at Starr. She said his lie about having a girlfriend is typical of a "guy who lies to be in control of himself and everybody else."

"Men like him usually adhere to rigid patterns of sex: The same position, the same habits and little or no experimentation."

"This fear of getting out of control usually stems from having a very stern and intimidating father figure. For these men, sex has a dirty, negative connotation. It feels like if they let go, they'll get punished."

Family man Ken is consumed by unfulfilled
fantasies of his own, says a handwriting expert.

Expert graphologist Ted Widmer, director of the International School of Handwriting Science in San Francisco, studied Starr's handwriting and found a man who may be consumed by unfulfilled sexual fantasies.

"He is practically a textbook example of someone who lives more in fantasy than reality. A strong relationship has long been recognized between large, circular loops, such as those in his writing, with those who are consumed by sexual fantasy. He has a very strong sex drive, but it's not fulfilled."

Body language expert Maxine Fiel analyzed Starr through videos and still photos and came to a similar conclusion.

"He knows he won't light up a room, but inside, he wants to be the lover, the charmer, the rogue, which is what Clinton is like on the outside," said Fiel. "But like Walter Mitty, Starr will never be any of these things."
